Don't know what it would be realistically but either could be
credible, depending on the setup.

The Swedish S-tank ran with a crew of two, driver/gunner and
commander. They both had controls for everything. However, the S-tank
was intrinsically unable to fire on the move, because the gun was
rigidly fixed to the hull, and a tank without that limitation might be
organised differently.

Their limitation is that the commander is overworked, in part because
of the limitations of vision and situational awareness. If you can
overcome that problem, it's hard to state definitively what would be
best.
