First of all, I am a pc user, not a geek.  They frustrate me as much as 
they your hubby.
And the point, that many miss, just apparently making something simple 
work isn't always so simple as implementing one change could potentially 
cause other difficulties to surface.  That's why it is important to thing 
of things neither from a personal standpoint nor a one-issue one but 
rather from a broad perspective.
You and I (and probably thousands of others) have been, at times, 
frustrated by browse on/off.  Having said this, however, fixing it is not 
so straightforward as you might believe it to be for you have to view 
making that change in context of what else it might do.

Your better half and I would much prefer pcs functioning as simply as the 
refrigerator in the kitchen or the shaver we use each day.  But that 
cannot be given the nature of the broad range of tasks and applications 
pcs are subjected to.

Rather than focusing on the frustration, I see the benefits pc use brings 
into my life; and corollary to that, what WE does along with it.
