Sometimes for me though, when this happens, WE does not respond to the hotkey to activate it's control panel.

The only way to stop this behavior in my experience is by rebooting. It seems that this problem starts to happen more when using Firefox than any other program, but also may have happened while using IE as well. However, I only use IE when absolutely necessary, so can't say this happens with any consistency or not. Ah yes, it also continues to happen when in the Windows task manager, and after ending and restarting WE there as well. Hope this input doesn't inadvertently digress too far from the problem under discussion. When this happens, I swear at WE, but most of the time I swear by it.
