Evan, I have noticed the same thing, under vista, when I'm forcably shutting down windows (not always with the power button, but the same idea as you).
I do think the shutdown procedure has possibly shutdown some program which was blocking WE from speaking, and thus WE can get a few words out before it is also shutdown.
