Kathy, GW Micro has probably already said this, but try to figure out for certain if the problem only happens when WE is running. For example, you could start a music file and then close Window-Eyes to be sure that the stuttering continues. If you determine that for sure it only happens when Window-Eyes is running, try different synthesizers just to see if it might be a particular synthesizer. Particularly, if you don't use the version of DecTalk that comes with Window-Eyes, try that to see if it makes any difference. It isn't that you should have to use a synthesizer you don't like, but if it is tied to a particular synthesizer will make it easier to find a solution.
I think it is likely that some kind of disk scanning or network activity is probably causing the problem and there might be other settings that can minimize this. Your virus checker could also be doing something. If you run your computer for short periods, you could have Windows Updates and virus scans that are never completing causing your computer to be doing a lot of background work. You should probably do a scan for Malware, too, in case something else is using up your processing power. I have had a lot of trouble like this on a Netbook, but I have not had problems on my Windows 7 64-bit computers,. I say that not to doubt what you have written but to give some hope that you might find a solution.
