Hi Robert. I started out with a similar opinion, and was advised by Doug that there are royalties to be paid.
My grizzle was also that I felt that we should get these new voices as part of the SMA, but again, royalties. Paying for someone to produce something which we might like: a fact of life. I also felt that Raul's discussion of technology advances was a reasonable approach. I have not yet purchased the new voices, because I actually don't like the sound of Dectalk, so unless quality is much better, I might bew glad that I haven't paid for something, or been given something, which I might not use.
