IMHO you should stick to InitHUD for any observer-mode business.  That's
a
tried and tested location.  My old mod had VGUI team and class menus
that were
shown while the player was in an observer state at the beginning of each
map,
and InitHUD worked fine for us.  I can send you some of the code if you
want---in fact, I can send you all the code, since the mod is dead.
