No more than weapons normally respawn. I'm just curious as to why it would keep listing the sound effects, as I was under the impression that once a sound was precached it wouldn't be again, even if the precache function was called. Otherwise when you loaded a map you'd see everything get precached more than once like it actually does.
Hrm, I'm not sure I'm wording my concerns right here. Basically, those two effect precache at level load (I can see them amongst the big long list on the server console at level change) but occasionally the server will suddenly list them about 20 times in under a second and then settle down again.
