I too vote for server admin making the choices. Please don't hard code restrictions like this, let me decide how I want to limit it. The other day I was in my server with a few of the regulars, and they were trying to decide on a clan name. They were changing their names several times a minute and we were voting/commenting on the changes. This may not be the norm, but the more important point is that this should be my choice, not Valves choice.
