What Valve should do is adding a (adjustable) limit to the amount of connections made per second. The server browser seems to just go brute force on whatever connection it is given, bittorrent clients is even smarter than that and they put less strain on the network than refreshing servers. I actually got 15/2 and a WRT54GS with Tomato as well, but I use a modified version called speedmod. However it doesn't seem to do much difference in this case because its quite the same for me, but I have not noticed before since I mostly use the favorites tab. :)
