Going by his statement, I'd think he means "slot for slot, L4D will use more CPU than TF2 due to the AI." Honestly, I wouldn't doubt that it'd use a lot. Commonly, bots use about 1.5-2.0x the CPU per slot (as far as I've experienced) compared to a server with players only. Depending on the number of AI, the CPU usage will be quite high. I'd guess around an 18-20 slot normal TF2 server when full.
Makes me wonder how the game server providers are gonna handle it.
