I have the same. If I leave my servers with a search key set, they remain empty. However, if a couple of us join using search key, people *do* start arriving in our game after that. I think I might work a bit like the sv_steamgroup_exlusive setting, whereby the server is only available to those in the steam group, until someone joins from that group, at which point it becomes public.
