VAC seems very finicky. Over the holiday period I couldn't keep it turn on on my server at all, every time I'd restart it VAC would show as on the whole time the server sat empty, but as soon as one person joined it'd show "disconnected from steam3. This went on for a couple of weeks. My GSP couldn't work it out, they contacted Valve support who also said they didn't know why. They were just about to move me to a new server with a new IP when it randomly fixed itself.
