I just wrote a SourceMod plugin to combat this: http://forums.alliedmods.net/showthread.php?t=104806
It simply removes all pipebombs owned by a player once they switch teams to spectator. It's currently untested, but in theory it should work. If there are any problems with the plugin, please post them in the thread instead of doing so here.
