You did not understand because you have never seen the issue. Lets say
there's a "SERIOUS clan server" server that you play on that has sv_pure
1 or 2 on (propably 2). Then you join to ANY server that runs custom
models, like "Swing's cool skins" that may or may not have pure on, if
it's on, it has whitelist. This is the point when you see the errors.
You will not see them if you play on custom model server without pure or
a single server but if you join any pure 1/2 server and then go to
server like this, it will happen and restarting game is only fix.

This is a very old bug and has not yet been fixed. There
have been many topics posted here but Valve has yet to
acknowledge this issue.
