I absolutely hate this bug. It doesn't just apply to models, but to
sounds as well.
From what I've heard, changing from sv_pure 1 to sv_pure 0 to sv_pure 1
with a different whitelist works properly, but it's a pain to have to
switch servers twice to do it.
P.S. Thanks Normaan for bringing this up... I was just thinking about
bringing this up again.

This is a very old bug and has not yet been fixed. There
have been many topics posted here but Valve has yet to
acknowledge this issue.
