When was this stated? IIRC, the old quickplay system wasn't supposed to put you in an empty server (though it sometimes did). The new system was supposed to match N players together and then put them in a server, empty or otherwise.

There are way more empty servers than populated ones. The
popularity and business is why we went from 1 server to 3. Is the
matchmaking more efficient now, bugs fixed, or just that many less
people playing?
