Sure it can be used for padding, but on the other hand, you're going to (essentially) penalize the engineers who do destroy old items to move them up and keep them in the fight -- Or the engineers who have to keep rebuilding destroyed items. Your algorithm needs to support counting and timing - As well as checking for the enemy destroying those items.
