Well, if you've got your router set to forward port 27015 udp and tcp, 
then maybe the problem is with iptables on your server box.  I'm afraid 
I don't know anything about iptables, so I use Bastille to configure it 
for me.  Have you got iptables set to allow traffic on 27015 both ways, 
tcp and udp?

If iptables are as much a mystery to you as they are to me, then I 
highly recommend Bastille.  All you need to do is either enter the ports 
when you run the configuration script, or enter them into your 
bastille-firewall.cfg in the right variable, and restart Bastille.  
Bastille also does a bunch of other useful security oriented 
configuration for your server.
