If putting his server on a DMZ fixes his problems, then his server is fine.
All his problems are on his router/firewall. It must be blocking some
out-bound ports. Or he is doing the forwarding wrong.

} Well, if you've got your router set to forward port 27015 udp and tcp,
} then maybe the problem is with iptables on your server box. I'm afraid
} I don't know anything about iptables, so I use Bastille to configure it
} for me. Have you got iptables set to allow traffic on 27015 both ways,
} tcp and udp?
}
} If iptables are as much a mystery to you as they are to me, then I
} highly recommend Bastille. All you need to do is either enter the ports
} when you run the configuration script, or enter them into your
} bastille-firewall.cfg in the right variable, and restart Bastille.
} Bastille also does a bunch of other useful security oriented
} configuration for your server.
