Iirc valve has, very VERY occasionally, let metamod folk know in advance of changes... (feel free to contradict me, I can only remember it happening once and it only stuck in my mind because it was unusual) However I think they were playing this update very close to their chest... If it had just been an engine change, and not a content and balance change, it might have been different.
