You use +ip to force what IP the server binds to. This is useful if you have
more than one IP assigned to the same machine.

I am not an expert, and I am just guessing here, but it could be because of
the order in which these launch options are set. I have found that sometimes
variables in the server.cfg do not work if they are not in the correct
order.

You should try:

./srcds_run -console -game tf -autoupdate -port 27015 +maxplayers 20 +map
ctf_2fort -tvmasteronly


Also there is no point in using -tickrate 100 because TF2 doesn't use it,
this can be safely removed. TF2 runs at 66/67 by default. I also don't know
why people use +exec server.cfg. This file is loaded by default and I
believe the only reason you would need to use the "-exec" command if you
have renamed your server.cfg (to prevent hacking) or you want to also
execute another config.

Lastly can someone please explain to me why you need to use +ip xxx.xxx in
the start up line? I have only ever used -port and it seems to work fine.
