I started hosting with a Dual Pentium 3 with ~1GHz. This was the best you could get at this time and there was NO problem running some HLDS servers on it ;)
To be fair - we are on source now. But from my sysadmin point of view the game didn't really changed. Some fancy graphics shouldn't affect a server. And limiting the server FPS to force "improving" cpu usage isn't the solution valve. Please debug and do some real optimizations!
