Oh well, I can see there is a rcon_password cvar at least, but the other important rcon related cvars are missing (like sv_rcon_minfailures, sv_rcon_minfailuretime, sv_rcon_maxfailures, sv_rcon_banpenalty). Without these it would'nt make any sense.
However, if I remember well the netcon was introduced first. Maybe this rcon thing was added later.
