They have. Dedicated machmaking by Valve to everyone, public servers by anyone for PC. Competitive matches can be held on the public server software on PC and special match mode can be turned on for matches, that ignores the default public settings where there is no enoconomy etc.

Matchmaking is Valve servers only so that no one can screw the system by running a server of their own.
