System like that (listing the level in server browser) would only make
new servers out there having hard time to find players, unless they rely
on only valve maps (quickplay ones) and have some sort of small group
the start the server up.
I'd like to see good servers rewarded though, perhaps not much for the
owners (yeah i'd like to have something too) but what might come through
the "levels" to the players playing on that server - like free saxton
gifts time to time or similiar. Of course on idle servers this would not
be "ok" no matter how good they would be. Tough thing to invent a proper
system that cannot be abused.

consistent with in steams parameters . (of course they would have to have

This badge would be placed in the top left or right side of the MOTD frame.
So when a client enters the server it's easily seen.
If the clients leave due to the good or bad badge, then it would reflect
on the server rank.

If you love Valve so much, then why do you try to singlehandedly
destroy its game with your fake-clients, server redirects, and
pay-2-win bullshit?
On topic, your no Steam login issues might also be happening due
to your editing of the Steam network stack to give fake-clients.
None of my clients have ever had no Steam login in months, except
when they crash their client. Remove all your fake-players plugins
and you will stop having no Steam login troubles :-)
