That is a issue of not hosting the models/skins etc (via whitelisting ). 

..\steam\steamapps\*yourloginname*\team fortress 2\tf\ 

That folder has one or more of the folders:
..\materials\
..\models\
..\particles\
..\scripts\
..\sound\

Delete / move those and then start hosting.
