You can use a plugin to modify those nav files but thats not the problem
here. Hosting those nav files is also not a problem for me, I already host
25 gigs of maps. I didn't upload nav files for them because I knew they are
no use to clients who are connecting unless they will launch listen server
with bots and if they are missing the nav file in this case, their listen
server will auto generate the nav file.

This was fine before steampipe update as the client searches for .nav file
and then looks for .nav.bz2 file, If non are found it moves on. After the
steampipe update there is a pause of about few seconds when it's searching
for nav file unlike before it was done quite fast. I cant generate nav
files for all those 25 gigs of maps if you know what I'm trying to say.
