It's done on already available likewise translations in the po. It sometimes works wonderful and sometimes misses the real meaning completely. I'm using poedit (for OSX) and I'm glad these fuzzy translations exits. I sometimes only have to do small modifications to the suggested fuzzy translations to get it 100% right. Note also that 100% right might still be completely wrong. It's very hard to translate small, out of context, strings especially if the native language doesn't have equal wordings for it.
