Sure, why not? SMP/E is just a tool. It's not like they can end life as we know it with a keystroke.
That said, SMP/E, well, any software support for that matter requires some degree of 'sysprog' level skills. The one person in that group may be enough, but there are two problems: one, just what is his/her skill level, and two, what happens when he/she gets run over by a truck. My experience was with a highly skilled support group and an IBM product. Before that, *I* was the third party, again supporting an IBM product. This all worked well. My experience with other software vendors' SMP/E has not been that positive. IMHO, generally speaking, YMMV, (add favorite disclaimer), 'administrative' types should not be supporting software complex enough to warrant SMP/E. However, there is nothing to say this 'administrative' group could not include one or more that has the needed skills. And then there are the political issues with fiefdoms. Perhaps the determining factor could be if the application runs authorized and there is a potential risk to the environment.
