While in ISRDDN, if you type "LINK" or "LPA", both concatenations are added to the list of DDNAMEs you can search as "LINKLIST" / "LPALIB". I wouldn't have expected UACC(READ). No clue why alter would be given to some userids, AFAIK READ is good enough and there are no higher authorities granted with UPDATE or ALTER to the resource.
