I'm highly skeptical of this claim. On our zBC12 we run 64-bit Java on both IFL (Linux for z) and zIIP (z/OS) and there does not seem to be any noticeable difference in performance. For the record, we have not run benchmark tests to "officially" compare these two environments, but if there was a 10x difference in performance I'm pretty sure we would have noticed.
