There is a breed standard, like any breed, and although mane and tail hasn't anything to do with riding, neither does having a certain type of head - the scoring in the breeding show for conformation is done with measurements and the are judged compared to the breed standard not depending on what other horses are there on any given day. I think this is how most breed evaluations are done. Geldings can be evaluated because their score then is part of their parents ability to produce certain characteristics which is I would guess that the BLUP system (like it or not, agree with it or not - I am not making a statement for or against it).
