If the breed standard was permanent, and didn't change for the show world, 
it would be good.

It *would* be good... however.... it's subjective.... and it changes!

When did they decide to change the breed into one which is more refined?

At one time, not long ago, noted on the USIHC website, the standard called 
for these heights:

Stallions: 132-136 cm (13 - 13.2 hands)
Mares: 128-135 cm (12.2 - 13.1 hands)

What happened?  When did it change?

Altho they have information on bad legs, front and back, in their rules and 
breeding goals, when will they make breeding for good legs a priority?
