Would it be fair to assume that all the web pages you are having problems
with are HTTPS pages? If that is the case, then one might suspect that one
of the following might be true:

1. There is a problem with Security Certificates

2. Cookies are disabled (or corrupted)

3. There is a failure with Javascript interpretation

Your modem settings should make no difference as these govern your modem's
connection with the modem of your ISP.

Incidentally, the latest version of IE is 5.2.2 - I note that you are using
5.2.1 so an upgrade might be wise.
