Ok, Jeremy, Kyle, & Chas, I understand it better now. MY problem is that I'm stuck with a dial-up connection for the next several years until I can move a couple of miles down the road.
Don't let that stop you. We have two Macs here running 10.2.6 on dial up connections and the Music store works fine. We've downloaded a lot of music. The only dial up "penalty", and a very small one at that, is that previews are not instantaneous. It will pre-buffer and download the 30 second clip before playing.

OSX, and the Music Store both work well with a dial up connection.
