Have you run Repair Permission using Disk Utility lately. That sometimes
helps. 

I cannot recall ever having had that kind of problem using modem in any
version of 10 on my iBook, so I certainly don't think it is general.

Are your modem settings exactly the same as in OS9? (like do you use v.90)
