Run the modem off the machine w/o the router and see if issue persists. There are so many variables here that I think the machine is not the cause.

Same machine. Same settings. The machine runs through a d-link router which does the talking to the world through a Zoom 56k modem. The router deals with the modem. All the mac had to do was deal with TCP/IP packets. Absolutely virgin install of Jag and 9.2.2 with software updated. X was 30-40% slower than Classic. 25-28k vs. > 46-49k.
