Dead iMac

My friend's iMac 400 DV SE stopped working after (during) a storm. He 
had an Apple tech check it over and was told he needed a new power 
supply. He did not have Apple do the work, but after a new PS was 
installed it still won't start. When the power button (both on the Mac 
and the keyboard) are pushed, nothing happens. Any ideas on what else 
it might be? Logic board?
