Yes, I've hit this before (although not with Mail since I don't use it). 
Indeed if you are patient enough, you can work thru a force quit. But you 
do have to be REALLY patient. I freely admit that many times I'm not 
willing to wait either and do a reboot instead. 

Although also much of these times, I can get in from remote SSH and kill 
the process via a remote command line. That tends to stay responding even 
when the rest of the system has ground to a halt. (But there are times 
that even that is too slow to want to deal with)
