Unless your question relates to DNS for name resolution - in that case there
won't be a big difference. If you use your own, you will save a little
bandwidth on the lookup if it is in your cache. If you use your ISP, your
requests have to go across the pipe. Adding MS-DNS as a caching only
nameserver isn't hard to do, and you can have it forward unknown requests on
to the ISP to use their cache as well.
The only reason I bring up this aspect is from your post - you state that
you are using a ten network - I assume you mean 10.x.x.x. As an ISP, I
won't add such IPs to my DNS server, because there would be inherent
conflicts with other customers also using such an IP scheme. So if you are
looking for internal host resolution, you will probably have to use your own
DNS server and not expect secondary from your ISP.
Anyone else allow their customers to add public-space IPs to their
nameservers?

It depends on who you are comfortable with controlling your life. Probably
for you the best of both worlds would be to run your own primary and let
your ISP run secondary. Then if you want to add a domain or child domain
you can just do it. They will track your changes with zone transfers. It
is nothing to be afraid of.
