Most all are using our dial-up lines and we're not blocking any port 25
traffic. SMTP service is up and running. And, its just a handful (10-15)
of our users that are reporting problems.

Are these people using your dial-up, or another ISP like MSN?  MSN has
just started blocking SMTP access.  The only way to know for sure if
this is the problem is to try telneting to port 25 (SMTP); if you can't
get there, but can get to port 110 (POP3), then you're almost certainly
dealing with port 25 blocking (unless of course your SMTP service is
down, but you can check that locally).
