Ok, I couldn't just let this rest. I called Verizon and they said that they
don't support secure password authentication on there servers. I kept
asking them "so your blocking e-mail"? She kept saying "No". While I
couldn't get any technical answers out of her, basically she repeated the
mantra "while connected to Verizon you can't send out any mail except
through your Verizon e-mail"

Short answer: tell your customer to get another dial up provider after
submitting a complaint.

I disagree with this.

In IMail, SMTP Auth cannot be disabled. If the client has SMTP protocol
access to the IMail server and the proper credentials, they can send
messages. I think the problem is common to many larger ISPs and this has
come up in the past. Verizon in probably blocking SMTP protocol (port 443)
traffic from forwarding out of their network. Or in this case, Secure SMTP
(port 110) is being blocked. But they will allow their SMTP server to be
used by their paying customers. So when the client is connected to Verizon,
they will probably need to point to the Verizon SMTP server for relaying.

In addition, if you were to attempt to list the Verizon dial-up address in
your "Relay for Addresses" list, you would have to list any possible address
that the dial-up DHCP server might give out. That is a lot of addresses!!
Not very practical.

Unless you allow them access to IMail by granting their IP address in the
SMTP "Relay for Addresses" then their outgoing SMTP setting should be
Verizon's SMTP server if they are the ISP. So, make sure on the email that
is hosted with you, their SMTP is Verizon's.
