I think the total mbx picture needs to be looked at:  mbx size, speed of 
the disk channel esp scsi caching, fragmentation level, and mbx disk access 
collisions (simultaneous users: smtp sending, smtpd delivering, pop 
reading, webmail reading).

It's a known POS freebie.  Have your users contact MS for support.  I 
personally would suspect it long before I would suspect the imail pop server.
