Sigh... reading the Cricket book (DNS & BIND) should be a requirement before people are allowed near a mail server. It doesn't matter if your assigned block of IP addresses is smaller than a /24 the only thing that matters is that the delegation chain leads to a DNS server that gives an answer. Scott already gave you a tool that shows where the chain breaks down http://www.DNSstuff.com/tools/ptr.ch?ip=209.164.24.158 if you got your IP block directly from XO Communications contact them about either putting reverse entries in or delegating to your DNS server.
