That is because that particular Class C 218.104.212.0-218.104.212.255 is
part of a full class A (I think that is what it is referred to) is assigned
to Milton Internet who then assigned the single Class C to China. I am sure
there are more than just that one Class C in China though. Milton is like an
ATT or WorldCom in the US who have multiple Class A address ranges.
