Netgeo ( http://www.caida.org/tools/utilities/netgeo/ ) tries to figure out
where IPs and domains are, based on lots of sources (mainly WHOIS, but
other sources are used as well).

http://www.DNSstuff.com has that IP range listed as being in CHINA, from
APNIC's data, which matches WHOIS.  I would guess that Netgeo has outdated
information (the range may have originally been allocated to Australia, for
example).
