Because some organizations run either a web server farm or separate the web serving from other functions and split these across servers. In our case, we have Imail on a server that just does email and web on a server that just does web. I think it makes great sense if that is all you want to do on the server. And Web Edition has cut out the uneeded (for web serving) services. Short, sweet and to the point.
