Then what you need to do is set up a reverse lookup zone, not delegation.

Like Len said, DNS on W2K is better than DNS on NT 4.0. 

What you need is on dns1.fresno.k12.ca.us to set up a reverse lookup zone
for your IP range, then create the needed PTR records.
