These, which are 149.51.202.63.in-addr.arpa and 150.51.202.63.in-addr.arpa. That's fine for standard reverse DNS lookups, but for classless, your ISP is requiring you to have:
149.144 PTR cs-mx-server.fresno.k12.ca.us. 150.144 PTR cs-nt-server.fresno.k12.ca.us.
My understanding of classless delegation is: that is how the internet can know about my small piece of the 51.202.63.
Correct. But you can't handle the entire 51.202.63.in-addr.arpa zone (or else you would have to control the reverse DNS entry for others in the same /24 as you, but not in your /28). So your ISP has re-delegated your IPs to the 144.51.202.63.in-addr.arpa zone.
